The Dutch national ombudsman Alex Brenninkmeijer has published his annual report for 2008. He writes there that the government’s organization has become so complex that citizens risk to become ensnared in an opaque web. Brenninkmeijer adds that “when something goes wrong, citizens discover how complex government is structured and how difficult it is to undo mistakes.” As an example of complexity he mentions that five ministries and six ministers are involved in issues of youth care.
