The Amsterdam policy for the poor is rather arbitrary and fragmented and doesn't provide permanent solutions. The municipality provides insufficient leadership. A report by a commission established by Alderman Freek Ossel reached this conclusion about what is one of the priorities of the Amsterdam municipality.
