economist living in the Netherlands discovered the swindle in 2004. He has not been able to convince either the
Dutch or the Polish authorities to do anything about it despite trying to do so
for the past ten years. The Dutch
authorities say that if it happens in Poland, it is not their business, and the
Polish police say that the falsification of license plates is not considered to
