Thieves Often Permitted to Keep Stolen Bicycles

In the town of Eindhoven thieves are often permitted to keep stolen bicycles. About 3,000 bicycles are stolen annually. Half the owners do not complain to the police. It is therefore difficult to prove that the bicycle is stolen and the alleged thief can take the bicycle with him and go free.
