At a Rotterdam school, part of the teaching staff do not teach because they cannot control their students.  Other teachers do not show up for their classes and again others play poker during teaching hours.  The school has fifteen security personnel but according to a member of the Rotterdam municipal council he says that, "the street controls the school.
