In 2008, Wepke Kingma, a top official of the Dutch Ministry of Foreign Affairs had advised the United States to murder Ugandan Militia Leader Joseph Kony. This was published by the Dutch National Television NOS, on the basis of a news item from Wikileaks of the American Embassy in the Netherlands.
