More than 2,600 people sentenced to jail have avoided incarceration in 2010. This is an increase of 25% as compared to 2009. These results come from an analysis by the EO broadcasting station of data from the Justice Ministry. Many people who are condemned to jail are not in detention when the sentence is pronounced. They are then summoned to come to jail.
