In the Netherlands, people who are caught for theft in a
shop have to pay 181 Euro to the owner of the shop. However, only one out of 20 asylum seekers
caught for theft pays this fine. The official
body, Central Organ Receptions for Asylum Seekers (COA), says that it cannot
deduct this payment from the government money the asylum seekers receive. In order to do so, the government would have
to change the rules.
