The president of the European Commission José Manuel Barroso has criticized the Netherlands and some other member states claiming that they did not behave according to the ‘spirit of Europe.’ The commission criticized the Dutch role in the failed negotiations about the EU budget for 2011. Barroso said that a small number of member states who prevented a compromise on this issue thought they had won a victory.
